Should not compare, people did the same with The Outer worlds and Fallout (new vegas) and were very dissapointed.
Elder scrolls/Fallout popularity comes from the feeling of exploration, discovering (guilds, quests, random moments etc) while The Outer Worlds lacked it.
The Fact that they used terms as 'the third region' worries me because it is going to be more linear and could be a copy of the The Outer Worlds with similar issues.
