Oblivion is designed for 512MB, you can tweak the settings to preload much larger amounts of memory, but no it doesn't need 2GB.
Actually win XP takes about 140MB, if you don't have all extra crap running. (However it doesn't beat linux, which can go as low as 70MB with gui(As you can see theres apache and stuff running, if shutdown those it will go down to 70MB). It takes 140MB when you have all necessary programs on. ^^)

Sorry to burst your dream bubble, but both consoles are less powerful than todays PC CPU:s. And optimizations are the ones that they use to compensate poor hardware.
