Looking at the map there it feels pretty obvious to me that TES 6 is indeed set in Hammerfell as rumored, or perhaps the combined Hammerfell + High Rock map which has also had some rumors. They are surely saving the remainder of the Hammerfell region in ESO for after TES 6 drops, I can see no other reason why such a large chunk of Hammerfell is still missing after nearly a decade, more than any other region of Tamriel. 

It's also pretty telling looking at some of the other regions still missing large areas, particularly Morrowind and Dead Marsh. Dead Marsh is still missing quite alot of playable area, which makes me think Bethesda could be planning to set TES 7 there. Morrowind is missing half of that eastern peninsula that was also missing in the TES 3 map, which is quite interesting, since that peninsula connects with Dead Marsh it makes me wonder if we could be looking at a combined map Dead Marsh and Southern and Eastern Morrowind in TES 7.

Comparing the two maps, some of the missing cities are...

Hammerfell - Dragonstar and Elinhir are both on the game map.

Summerset Isles - Dusk is there as Dusk Keep, not yet settled on the game map.
Cyrodiil - Skingrad isn't there but very likely the next expansion.

So Hammerfell, Skyrim and Black Marsh missing the most but I'm fairly sure people are sick of Skyrim at this point and Skyrim was already done in the mainline series, it does start to feel like they're intentionally avoiding filling in the rest of Hammerfell at times, Lol. I'm not sure however, if all these cities in Oblivion's map even existed back in TESO as it is like 800 years in the past, Lol.

I think ES6 is set in Hammerfell though cause the Thalmor will likely play a major part in the story and Hammerfell was devastated by the Dominion but ultimately the Dominion had to pull out of Hammerfell IIRC so it may be some sort of safe haven against the Dominion but one where they still plan on taking over.
