Xbox's goal is clearly to reach more gamers, hence why they have a literal logo of "when we all play we all win" and MS clearly wants to keep value in the Xbox ecosystem as well. I don't think it's impossible to do both
Halo, gears, etc .... are all exclusive. them porting over a few smaller games here and there to help the games actually move some units isn't a bad thing.
I'd rather see a sequel to Hi-fi Rush in the future and putting it on Switch could possibly help with that future project than the game just die and never get a new game because it wasn't put on another plastic box
