I can't say I've found myself in that situation. It only occurs to me that either publisher has put a regional block on top of Steam's pricing one or that your Tiny Tim already has the game on another platform and he has marked the "ignore this game because I've played it on another platform" button, and Steam takes that as he already has the game so you can't gift it. I don't know.
