I think the English localization might have something to do with it since translating a Japanese script into English is by no means an easy task and very often, liberties have to be taken to successfully localize the game into a different language.

No, it's just that over the top George Lucas + Anime Nerd style writing. It works when it's 30+ years old, but in modern games and movies it's just cheezy.
I love anime and nerdy stuff, but I never fool my self into think it's real. Which is a problem, good writing for games and movies should make you think something that isn't real or possible is real.
Some examples of good sci-fi/fantasy/action scripts:
Blade Runner
Iron Man
Final Fantasy VI (for a game, I had to include one on the list)
Children of Men
