A CPU consumes more Watts per mm2 than a GPU, sometimes more than twice as much, no wonder they'll run hotter too.
Even with great cooling, you'll be bottlenecked by how fast the heat can dissipate from the front end to the heatsink, which is why CPU temps spike and all of that.
