A stacked year but I've got to give it to Final Fantasy VII.
The multiple runner ups are: Castlevania: Symphony of the Night, Final Fantasy Tactics, StarFox 64, Tekken 3, Mega Man X4 (Iriiiiiiiiiiis!), Diablo, Tomb Raider II.
I love all those games, although some might have aged a bit poorly (Tomb Raider, Diablo)
