I'm sure a handful of years from the PlayStation 1 & 2 era were much weaker than this year, based on the amount of first party studios Sony had back then, but if we're talking about this generation, then 2021 is firmly the weakest.
Sony releasing SpiderMan 2 and MLB is the equivalent of Take Two releasing GTA6 and NBA2K.
