Can't it be both though.  Sea of Thieves can be their best game, but at the same time in a 7 year span they released 3 SNES Donkey Kong Country games, 3 Donkey Kong Land games,  2 Killer Instinct, 2 Banjo games, Ken Griffey Baseball, Blast Corps, GoldenEye, Diddy Kong Racing, Jet Force Jemini, Mickey Speedway, Donkey Kong Country 64, Pefect Dark on both N64 and GBC, and a few more Gameboy Color games.  Most of those games were bangers at the time.

Back when it only took 10 people to make a game lol. 16 people developed DK64 over the course of 3 years, a game known for how huge it is and 8 people in the games later stages of development. Rare was so big that they had a ton of teams to work on different games simultaneously. I personally wouldn't be surprised if developers worked on multiple games at the same time instead of focusing on 1 project. 

Compare that to today where we consider it a miracle if 500 developers can get a game out in 3 years. 

Also, people love to overlook Viva Pinata lol. I personally loved Kameo as well.
