Russian Torture of Ukrainians Amounts to State Policy, Expert Says - The New York Times

The Biden administration is close to approving the shipment of longer-range missiles packed with cluster bombs to Ukraine, giving Kyiv the ability to cause significant damage deeper within Russian-occupied territory, according to four U.S. officials.

After seeing the success of cluster munitions delivered in 155 mm artillery rounds in recent months, the U.S. is considering shipping either or both Army Tactical Missile Systems (ATACMS) that can fly up to 190 miles (306 km), or Guided Multiple Launch Rocket System (GMLRS) missiles with a 45-mile range packed with cluster bombs, three U.S. officials said.

If approved, either option would be available for rapid shipment to Kyiv.

Ukraine is pushing the U.S. to greenlight the delivery of ATACMS by next week's U.N. General Assembly attended by Biden and Ukrainian President Volodymyr Zelenskyy. Officials in Kyiv said they're expecting some good news on that front after the Ukrainian leader touches down in New York City.

But U.S. officials say that timeline is too tight. A decision by Biden on sending ATACMS for Ukraine's use against Russian forces would almost certainly come after the annual Turtle Bay confab.

The administration has long been skeptical of providing ATACMS to Ukraine. Last year, national security adviser Jake Sullivan told an Aspen Security Forum audience that Biden wanted "to ensure that we don't get into a situation in which we are approaching the Third World War." Sending missiles that Ukraine could launch into Russia would increase that risk, he said.

Here is the part you might not have heard, or not registered: The same team launched a similar attack again a few weeks later. On October 29, a fleet of guided sea drones packed with explosives did reach Sebastopol harbor, using a different communications system. They did hit their targets. They put one Russian frigate, the Admiral Makarov, out of commission. The team believes that they damaged at least one submarine and at least two other boats as well.

And then? Nuclear war did not follow. Despite Musk's fears, in other words—fears put into his head by the Russian ambassador, or perhaps by Putin himself—World War III did not erupt as a result of this successful attack on a Crimean port. Instead, the Russian naval commanders were spooked by the attack, so much so that they stuck close to Sebastopol harbor over the following weeks.
