DLSS 3 Ray Reconstruction doesn't need base frame rate either but you still need a strong GPU.

People can use DLSS 3 Super Resolution for upscaling without needing to use Frame Generation or Ray Reconstruction.

what confusing about DLSS some games it basically does nothing  or makes them look worse. i guess it the game is a unoptimized mess it really helps? In red dead 2 it basically gives a 7fps boost for worse image quality.  

Yea like I said in one of my past posts, it can't perform miracles. It's basically an upscaling solution that's better than all the others out there but it won't magically make a Switch 2 into a PS5.
