No idea. I thought it wasn't on Steam at all until somebody said it was but then I just got the "not available in your region" error when trying to look at the page.
I don't think a worldwide Steam key would work. My past experience with them suggests you need to change your download region over first before it will accept the code. I have family in the UK so I've had them log into my account to change the region before, so it can be done, it's just a pain in the butt.
