Yes, but recommend isn't the same thing as required. Because that means the game is still completely playable on an HDD regardless of what resolution and fidelity you run the game at. Assumingly, the experience will be compromised. We'll be finding out here in a couple of weeks.

I'm lowkey looking forward to seeing YouTube videos of people trying to run the game at 4K, Ray Tracing set to Ultra, and Ultra graphical fidelity settings on an HDD. I wanna see what kind of shenanigans it'll cause in-game

I would expect some issues on the transitions, rifting and some big loading scenes. And well the original comment was that they needed the PS5 (and the SSD) to run this R&C (as intended), powering through with a lot more processing power, RAM and them getting performance issues with HDD doesn't really deny that point.
