After all the games that have been released that were supposed to tip the scales in favour of the HD consoles and didn't, don't you think it is a little foolish to focus so much effort on buying games in an attempt to increase your system's sales?
Suppose for a moment that Microsoft could have bought exclusivity for Metal Gear Solid, Grand Theft Auto 4 and Final Fantasy XIII for $500 Million would it have been worth it? Consider that you would have to sell 50 Million copies of these games to break even on the initial expense (without considering opportunity loss), and that you could take this money and publish 10 to 25 very large budget games and if they averaged 500,000 to 1 Million units sold each you would turn a healthy profit, gain the rights to very valueable IPs, and build a relationship with quality developers.
