So which one should I get or if anyone else has any suggests?

I'd check the details on the first one, because some 16GB RAM Minisforum PCs come with one 16GB stick, which would hurt your performance. Other than that, I don't think the extra power of the 12650H will matter for the tasks you want it, and an extra 16GB of RAM isn't worth the price difference.

Sounds like they will be increasing the E cores from 8 to 12 if true

A 4% improvement in single core tells me that any improvement will come from the extra 100MHz, and that this thing will use a lot of power.
