Considering the thread we're in it's a fair assumption to think they're referring to the region and as a public forum people are free to reply so don't tell me or anyone else what to do, even with growth over XIII the growth is not huge without the Xbox and PC version as XIII still sold 7m. Mind you this growth is wiped out immediately with VIIR. 

VIIR sold 5 million units in 4 months only on PS4. 

3 years later, it's not that difficult to predict that with the PS5 and PC's version, the game would be easily above 8 million. But we are waiting that SE gives new numbers about it.
