They really took their time on Starfield compared to Fallout 4, which they rushed out in just 3.5 years, so I personally think they can pull off a reclaiming of their Best RPG throne unless critic bias against them for being an Xbox studio now is extremely high. 

The big comparison will be the story between Fallout 4 and Starfield. 

Fallout 4's main story was you just trying to find your child. Starfield's story already looks WAY more ambitious lol. Almost like the movie Interstellar. 

Will Shen is also the Lead Quest Designer for Starfield. He held the same position for the Far Harbor DLC in Fallout 4 and that story and quests were incredible, and what the base game should've been like.
