Some parts with many enemies or the Ascension level were crazy CPU intensive. The last time I played it was with a 3770k and it dropped below 60 in a CPU limit sometimes. Gotta test it with a ZEN 3 at 4.6 GHz.
The GPUs weren't tested in a CPU limit ofc. Like many used the intro in the plane to test GPUs. And yes, even at launch it was in a GPU limit most of the time, but poor performance was fixable with lower settings if you had GPUs of the time. The CPU issues weren't really.
