Rockstar is unmatched there.
But it comes at a cost of 4,000+ developers working on Red Dead Redemption 2 alone, the budgets are in the hundreds of millions and the games take 8-10 years to create, Lol.
However...Red Dead Redemption 2 may look close to perfect, even down to the minor details, but I really wasn't much of a fan of the gameplay, story is amazing but the gameplay at times feels like I'm moving through molasses.
I'd actually take them scaling back on the "realism" if it meant they focused more on making the gameplay more "fun" instead of "realistic"
I loved Red Dead Redemption 2 but I would never replay it, Lol.
