It doesn't help that chiplets also make Zen less efficient (Which is a scary thought.) so it needs to dump more transistors in pushing those IPC gains home.
But you are right, these days we spend far more transistors for a 1% gain in IPC than we did a decade ago, the low-hanging fruit have been picked.
