Babies and Kids crying is meant to be annoying. I have no doubt this is an evolution thing, in order for an adult to go an help the young when they can't communicate and to stop the annoying pitch in your head.

Imaging if crying was soothing and you fell asleep whilst the child is on fire in the next room
