It’s a separatist region of Moldova but it borders Ukraine. The place is tiny though - in area Ukraine is about 600,000km2 and Transnistria is 4000km2.
As Ryuu says Russia has about 1000 troops there, but it also has no way of reinforcing the area - and troop transports would have to cross Ukrainian territory and Ukraine would shoot them down. Could in theory go the long way around Ukraine but that would mean crossing Nato territory.
Ukraine likely won’t attack first as it would bog them dog in an area where there has been no prior fighting and divert troops away from the main frontline. Russia might attack first but as a diversion and Ukraine would likely flatten the small number of Tranistrian troops relatively quickly, and Moldova would likely use it as a reason to move in as well and reclaim the territory.
