It's relatively old news but the gist of it is that The Initiative changed approach from what they were setup as which caused a large amount to leave (difference of opinions basically on what direction the studio should take) and since Crystal Dynamics is doing the bulk of development they don't need a lot of employees anymore, only the creative leads. This happened about a year or so ago, they've remained at this level of employees since then so there's no notable continued declined, those who stayed side with the new vision, those who left didn't.

Basically they're like World's Edge or Mistwalker now.

I see, I thought using a second-party contract to assist them would be a great opportunity for them to staff up and slowly replace their dependence on Crystal Dynamics while keeping the project progression secure and gaining experience. Maybe the term of the contract does not allow them to provide CD with a decreasing workload over time and so have limited opportunity to grow themselves.
