No I don't think Ukrania has the manpower to do that.
While it is sort-of "cool" that Ukranian forces try to encircle Bakhmut right now, they have the same problems as the Russians/Wagnerites have had.
1. In order to take back Bakhmuth, the Ukranians face the same problems now. Getting rid of entrenched Wagnerites will cost them a huge amount of men, as Wagnerites can entrench themselves the same way as the Ukranians have done. There still is open terrain to the east for supplies and more men. Ukrania can only hope that Putin actually plans to get rid of the Wagnerites inside Bakhmut, which likely is the faction of remaining Wagner forces with the most battle experience.
2. These encircling Ukranian forces have a very weak position as far as supplies and manpower are concerned. Russians can attack the encircling Ukranian forces any time, any place. Essentially an "encircle the encircles" maneuvre.
