Looking at Steam's "Tacticon" page, and Realtime Strategy is at the top:
God damn that's depressing...
The only thing I've seen that comes sort of close, is Kingdoms & Castles, but even that game is more about resource management/peasant appeasement, than it is a base building RTS. Manor lords is basically a city sim if anything.
I miss when the genre was mostly about base building, strictly military titles, not "peasant life city sim building, with a sprinkle of a few military units" to count as actual RTS.

I guess these days you just need to offer some slight handful of military units or "real time decision making" (can't believe I'm saying that as an inclusion to RTS) to make said game an "RTS".
Edit: You can't even filter the side results under just "RTS", yet it's listed at the top of the page, but the filter choices you get are all there, just not "realtime strategy". Like wtf man?, is RTS that dead that you cba listing the tag or filter tags for the page at all or what?.
