That is very obviously said to throw more animosity between the Wagners and the regular Russian troups.
UKrania is trying to break the encirclement ring around Bakhmut, not the town itself (which would be suicidal at this time). Wagner is in the town, Russians have been triyng to fully encircle it. So it was indeed the Russians that ran first.
