You sound like you discredit the content of the article because you think MS is blindly overpaying them or something. MS does not throw vast sums of money without expecting ROI. Phil spoke about some of the ways they proceed but the original and default way is paying studios by the level of engagement they achieve with the player. So revenue is still greatly impacted by the title quality like on any other store but the difference here, as pointed out in the article, is the visibility GamePass offers to those titles and the removed paywall which incite user to try.
