One times five is five, not six, after all. Up 'to' makes sense only if there's a confidence interval.

Yes I would. For example if a console sold 100,000 then five times equals 500,000 so "up by five times" should be equivalent to "up by 500,000". Resulting in 600,000. 

Increased to 5 times = increased to 500,000  Increased by 5 times = increased by 500,000
