Unfortunately it's not on Game Pass.

• This is a new, paid SKU; no Game Pass
• Cheaper upgrade path only available if you own the base game + both expansions
• It looks like this remastered version was handled by Virtuos Studios
• by Private Division, not Microsoft

The Outer Worlds II is full Xbox Game Studios.
