I don't know what Intel expects from these CPUs, but it doesn't look well for them, especially when Zen4 Threadrippers should come out soon.

Actually enforced power limits, maybe? Its TDP is 'just' 270W while the 13900k goes over 280W in Blender...

So it's a proper 24 cores processor that has to run on less juice than the 8+16 desktop part? Yeah, no wonder it's slower.
