Is it wrong for a game to be centred around it's gameplay? What exactly are we comparing it to? Borderlands had some decent storylines and characters, but a lot of it was also whacky, over-the-top and perfunctory-- made for the sake of fitting the theme of the game world, just to set-up the various areas for you to shoot'n'loot through multiple times; barely an different from what you're describing.
