ESO is incredibly easy to solo for the vast majority of the game, I have 90/155 achievements in it and the majority of that was done solo.

I'll try to break the content down for you as to what can be solo'd and what needs more players.

Story Content - All of the core story can be solo'd with 0 issue, it's all very easy.

All generic side quests from random NPCs can be solo'd.

Delves - These are basically like mini dungeons, they can all be solo'd with zero issue.

World Bosses - I'd say like 90% of these can be solo'd once you're high enough level with decent gear, I've solo'd quite a lot of them, there are a few which are a pain in the ass to solo and won't be solo-able unless you're an expert. Quite a few times though there's enough people wondering around the map and if they see you fighting a World Boss they'll almost always jump in and help, or you can just say in text "help at world boss" and people usually come.

Public Dungeons - These are recommended to be played with 4 players, a few can be solo'd as long as you're high enough level, although some have mechanics which make it impossible to solo them, they do offer story content but none of it is essential knowledge, I for example have completed all story expansions but none of the dungeon DLCs and perfectly understood the stories being told, felt like I missed nothing.

There are also Veteran Public Dungeons which yeah, you'll almost definitely be needing a group for those. Normal Dungeons and Veteran Dungeons are basically the same thing though except one is obviously harder, you don't really need to do Veteran Dungeons aside from achievements or trying to get better gear.

There is an inbuilt dungeon finder which you use by just selecting which dungeons you want to play and it will search while you're playing the game then tell you when it has found a group for you, I used it often and with a group of 4 it's easy to run through the dungeons fairly fast, I haven't encountered anyone being dicks yet but I'd only recommend searching for Vet Dungeons once you know exactly what you're doing.

Trials - Impossible to solo, it requires 12 players, Lol.

Then we have the world map.

Cyrodiil is the only PVP zone, everywhere else is PVE. You can't enter Cyrodiil without being in PVP. (Unfortunate because I love Cyrodiil).

Actually, Craglorn has a few annoying Delves as well, I think at least a few can't be solo'd but that's really the only area like that, Craglorn was originally designated as some sort of "end game" area whereas all the DLC areas are basically designed as "you can play them whenever you want"
