The 4070Ti isn't a bad card "per se". If you look at the performance it brings, it offers a 30% improvement over the 3070Ti:

If you look at previous gens (3070Ti FE review, 2070 SUPER FE), you can see that a 30% increase is the average improvement from an xx70Ti gen to the next one, so in this regard, the 4070Ti performs as expected.

The problem is, obviously, the price. They've gone from $600 (official Nvidia price, it's the value they gave to the card) to $800, a 33% increase. So, just like with the 4080 vs 3080, Nvidia is charging $10 more for every 1% performance increase, killing its value.

Heat. The push for faster drives pushes the temps of the controller and NAND chips higher, requiring more cooling with every gen update. All Gen4 drives need heatsinks, with some controllers running cooler and the simple heatsink of the motherboard was ok, while others run far hotterand needed beefier ones.With Gen5 it's worse, and all drives will need bigger coolers, and some even with fans.
