They are wrong, there were 2 updates in December 2021. Here are all of the Games added to Gamepass in December 2021:

That is 22 games for December 2021 vs 10 for December 2022. 

Went back and I misread it, it was someone saying that there was nothing added to Game Pass last year past December 16th (everything announced for Game Pass in December 2021 released between Dec 1st - Dec 16th), oops, Lol.
