Unfortunately, that isn't what CMA thinks but what the 3rd party in question thinks.

I don't think CMA makes any comments in this document, it's just sharing the thoughts of a 3rd party.

yeah was about to edit my post to add something to this effect but still the source looks to be reputable and the CMA looks to have taken it into consideration, unless I'm mistaken they did not share any other public submission into the matter despite the fact they should have received hundreds of them.
