This is how the rules always were. When a player is sent off, the team must play a man down until the end of the game, but while the sent off player remains suspended for the next match, he can then be replaced by someone else. No game of football starts out 11v10.

Then again, Acuña wasn't even sent off, just suspended for accumulation of yellow cards. Argentina will be without him for the semi-final, but will still field 11 players.
