Some people would still try when the part in question was particularly egregious. I liked to do it too, but because my case had pretty bad ventilation :D

Here's an interesting example, though more commonly you'd see people settling for 70% of the power and 90% of the performance, which is closer to the case with the 4090 considering the actual average power consumption in gaming.
