I mean, in the US this is likely true at least based on what we’ve seen so far. Either way, preparation of a complaint is a normal part of the “looking for a consent decree” process.

So how does this work? If FTC wants concessions, they prepare a complaint, but do they submit that complaint to the courts and then get concessions or do they get concessions before it goes to court and thus drop the complaint?
