I think for those that may want to wait till 5000 series for maybe a better pricing future, I think the wild card will be cryto. Currently while BTC and such have been crashing, it's not fully dead but rather in hibernation. If the 5000 series comes out and mining once again becomes popular similar to how mining was popular during Pascal, skipped Turing and came back hard with Ampere, the the cycle repeats. Great MSRP prices due to low 4000 series sales, cucked either way thanks to scalpers.
Imo those that want to upgrade should either get Ampere/RDNA 2 or wait and see if 4080 and such get a price drop instead of waiting for Blackwell. You could also get RDNA 3 of course if you don't care about the Nvidia goodies but remember that Ray Tracing is getting more and more prominent in games and you don't need to max out RT settings to get a visual upgrade vs non-RT. And Reflex as measured by many reviewers does make a huge difference in input latency.
Hopefully though, AMD gives Nvidia run for their money.
