Microsoft and Sony had a deal with AMD for the current consoles when all they had to offer was Vega vs. Pascal and Zen 1 was still to launch and the company was much smaller than it is right now. There's 0% chance they'd change now with Ryzen and RDNA.
Even if they were going to use current architectures nothing stops a custom AMD GPU from doubling the RT cores per CU, for instance, as they did with the FP32 units, if Sony and Microsoft asked for a better ray tracing solution or w/e.
