It's to do with the export licence from the manufacturer. It has a clause saying a to say any re-sales must be approved by the original seller/manufacturer. Most countries have it to prevent their manufacturers from potentially selling on the goods to hostile countries.
In the case of Switzerland, they block re-export of their armaments to active conflict zones. So if Germany was attacked, it could use the Swiss-made stocks that it has, just it can't re-export them to Ukraine whilst Ukraine is at war.
