Well, at least we know that last time someone became dictator of a country while commanding a private army that operated outside of regulations it didn't turn out quite well for Europe.

If that was the case there was no need for constantly recruiting more convicts. It is rather that nobody really cares if they die. They are just staff working for a private company. The state has nothing to do with that and is not obligated to report numbers of fallen mercenaries or pay their bereaved.
