N64.
Echoing what people have said, the PS1 had an overall better library of games, but there aren't many I still come back to. Really, Mega Man Legends is the only one, and that's more based on personal nostalgia than anything. N64 only really had a handful of great games (Mario 64, Banjo Kazooie, DK64 sort of, Ocarina of time, Starfox 64) but those are still games I come back to regularly.
It's kind of like two football teams, one of which was generally mediocre, but had a few great seasons and won a few superbowls over a decade, and another team that was a constant contender but never won any. You could make a good argument that either was the better team, but to most fans, those big victories are the ones they remember, fair or not.
