No, this is how the South fought in the Civil War from roughly half-time. Less than half the Southern militia had any guns (or shoes, or appropriate clothing). Watch Ken Burns and learn...

The reason I say WW1 as it is often cited that in 1914 Russia had the largest army in the world but not enough guns to arm every man. Those without were just told to get one from a dead soldier.
