What I wonder is the unintended consequence. If these ethnic republics round up men of fighting age an equip them for war, these men could theoretically choose to mutiny whilst in their home republics against Russia and try to separate from Russia. A lot of these republics are headed by Russian loyalist but usually ones from the local republic (like Chechnya) so its not unthinkable (even if the Chechnya example is unlikely). |
