Well that's a bummer...
If Russia mixes concrete into that pile of dirt the HIMARS rockets will mostly evaporate into nothingness. Ukraine also can't destroy the sluice gates to sabotage the "construction" of that heap or they would flood the Kherson region and it would possibly negatively affect water supply for agriculture in the following years.
And even if they would be given the big firecrackers the Russians could simply pour more cheap dirt into the pit.
The last hope is that Russia can't find a solution for that small piece of bridge right next to the dam. Ukraine could also constantly attack the rails but Russia can fix them rather quickly. One rocket a day would probably be more expensive than the repairs.
