For me the bugs were much better than the likes of Fallout or Skyrim, but those games are beloved nowadays since most of the bugs were reduced. I think this game just had way too much hype, if the hype was low key like with Witcher 3, then people would be rating it as one of the best games of all time.

Well the big difference is that The Witcher 3 was completely playable, minus some noticeable bugs that didn't really hamper the experience, at launch whereas CP2077, at least on consoles, was a complete mess. It's not every day a platform holder ceases selling the hottest game on the market and refunds every purchase no questions asked.

Not to mention The Witcher 3 had two expansions, one of which was big enough to be its own game, by the time the game turned one year old. Whereas CP2077 will finally get it's one and only expansion well over two years after it launched. If not closer to three years since right now we only have a release window of 2023.

I agree though that CP2077 just had waaaaaaay too much hype. But that for the most part is on CD Projekt for flaming it. But I'm really looking forward to Phantom Liberty releasing and seeing if CD Projekt learned its lessons, and Cyberpunk will continue to be a huge IP going forward! The anime is definitely playing a huge part in the resurgence of the game!
