That's Putin chilling with Aliyev who is President of Azerbaijan, which is currently shelling Armenia, a member of CSTO, Russia's equivalent of NATO.

Tajikistani forces are now reportedly shelling Kyrgyzstani border.

Tajikistani and Kyrgyzstani are both members of CSTO.

Yeah, I figured as much about Russia with regards to Armenia during the 2020 conflict. Russia isn't the time to join in a war unless it thinks there's something in it for them. It was never going to help Armenia solely at Armenia's request. I said at the end of the 2020 war to someone who was pro-Azeribaijan that there was clearly going to be another war there sooner or later as the 2020 left unfinished business on both sides. They, for some reason, they seemed to think Azerbaijan would stuff leave it be. There's some low level of clashes between the two countries every few months.

For Tajikistan and Kyrgyzstan, I'm not too familiar with their history. Best I can tell, Tajikistan has a bunch of small enclaves surrounded by Kyrgyzstan and it all seems to relate to them.
