Well, they may not know the final MSRP price, but they do know how much they're paying for the new chips and how much they paid for the older gen ones, and they also know how much they're spending on the new cooling solutions.
So yeah, while they may not know the lowest possible retail price the cards can be sold at, they do have an idea of how much more they can charge compared to the previous gen.
